- If you find a suspicious object or package, notify your supervisor or person in charge, and call 911. Under no circumstances should you move or inspect the object or package.

- If the threat is in written form, call 911 and handle the note as little as possible to preserve possible fingerprints.

- If you receive a telephone call reporting a bomb threat, you should remain calm and try to obtain the following information:

Ask the caller

  • Where is the bomb?
  • When is it going to explode?
  • What does it look like?
  • How do you know about it?
  • Who are you?

Note Caller Specifics Such As

  • Tone of voice
  • Is there an accent?
  • Background noises

- After calling 911, evacuate the building immediately. Use the intercom to make the following announcement:

"Attention Please. At this time we ask that all patrons and staff please leave the building by the nearest exit. Do not use the elevators. Thank you."

- Staff should make sure the building has been evacuated and should also leave.

- Do not allow anyone to reenter the building until authorized by responding emergency personnel.

 


Disruptive Patrons

- Certain activities by patrons can lead to their arrest. Immediately contact your supervisor, or person in charge, if patron engages in any of the following:

- Verbal abuse - Obscene language - Drunkenness - Loitering (if patron is asked to leave and refuses to do so)

- Supervisor or person in charge will then make decision whether contacting police is necessary.


Earthquakes

During an earthquake, there is danger from collapsing walls and ceilings, flying glass from broken windows and doors, falling objects, sliding and falling furniture and fixtures.

During an earthquake:

  • DO NOT leave the building, due to falling debris and danger from buildings, exterior fixtures, power lines, poles and other utilities
  • DO NOT use the elevator
  • Take cover immediately
  • Be prepared for aftershocks and effects it may have on unstable building structures

After an earthquake:

  • Evacuate immediately
  • In event of injury or dangerous physical conditions, call 911 and do not allow anyone to enter the building until authorized by responding emergency personnel

Elevators

In event of emergency or entrapment:

Contact maintenance staff on site. In the case of unavailable maintenance staff, supervisor or person in charge will make decision to call 911.

Safety tips:

  • In the event of a stalled elevator, allow only library staff or rescue personnel to use key to open elevator doors and remove car occupants

  • Do not permit use of elevator(s) in the event of a fire, earthquake, electricity blackout or power shortage. These can interrupt the flow of power to an elevator system or cause erratic performance. (Also, firefighters and emergency personnel may need use of the elevator(s) for rescue work)
  • Do not allow patrons to play with elevator doors or call buttons and equipment
  • Report any unusual mechanical or performance concerns to maintenance staff immediately

24-Hour Emergency/Service Information

  • Supervisor or person in charge will make decision to contact emergency service.

Fire Extinguishers

If a small fire is contained, a staff member may decide to use an extinguisher.

  • Two people should be present when using a fire extinguisher
  • Both people should have their backs to an evacuation route before using the extinguisher
  • To use a fire extinguisher, remember the word PASS:

    - Stand approximately 8 feet away from the fire

    - Pull out the safety pin

    - Aim the nozzle at the base of the flames

    - Squeeze or press handle

    - Sweep from side to side at the base of the fire

 

  • If the blaze escalates, leave the building and call 911.

Hazardous Materials

The types, quantities and conditions of hazardous materials in buildings can vary significantly. The cleanup of a chemical spill should only be done by trained and properly equipped personnel. DO NOT work with a chemical until you are familiar with all hazards of the chemical or product, including what to do in the event of a spill.

In the event of a spill, you should:

  • Attend to any injured or contaminated persons and remove them from the exposure
  • Alert people in the immediate area of the spill
  • DO NOT walk through the spill
  • Avoid breathing vapors or touching the spill
  • Immediately notify maintenance personnel or the person-in-charge
  • If building evacuation is necessary, a general announcement to evacuate the building should be made and/or the nearest fire alarm should be activated
  • Contact 911 and give them the following details of the spill, if known: - location - type of hazardous material - any personal injury
  • Maintenance staff personnel or person-in-charge will act as on-scene liaison with responding emergency personnel

MSDS (Material Safety Data Sheets) listing all chemicals used within our system, their use and related precautions, are available in the Business Office or Maintenance Department at the Main library.


Mail Security

Suspicious mail:

  • Appears to be leaking a powder or liquid substance.
  • Has a strange odor or stains.

What to do if you encounter suspicious mail:

  • Don't handle a letter or package that you think may be contaminated.
  • Isolate the letter or package immediately.
  • Don't shake, bump or sniff it.
  • Wash your hands thoroughly with soap and water.
  • Notify your supervisor, person in charge, and/or law enforcement authorities immediately.

 


Medical Assistance/First Aid

  • Lane Library staff are not expected to provide first aid, but may give out minor first aid supplies, such as Band-Aids.
  • If a patron or staff member requests or appears to be in need of emergency medical attention, call 911 and give the dispatcher the following information
    - your name - location and address - nature of the emergency
  • DO NOT move an injured person. Try to comfort the victim and keep them calm until help arrives. Clear the immediate area for easy access for responding emergency personnel.
  • After the emergency personnel respond, obtain the following information:
    - victim's name/address/telephone number - hospital to which victim is being taken - name of head responder
  • All injuries requiring more than minor first aid supplies must be documented using the Lane Library 'Incident/Accident Report Form'.
  • When you witness an accident NEVER:
    - Admit responsibility - Argue the cause of the accident - Offer to pay medical expenses

Patron Behavior Policy

Lane Public Library invites you to enjoy your library and to come often. The library is committed to providing a pleasant, secure and supportive environment for all of its patrons and staff. To achieve this goal, the following Standards of Behavior have been establish:

Any activity or behavior that hinders the use of the library, is disruptive, or jeopardizes the safety of patrons or employees, inside or outside, is prohibited. Disruptive behavior may include, but not be limited to:

  • Running and rowdiness
  • Shouting, talking, or making noise loud enough to disturb others
  • Fighting
  • Possession of weapons or of objects which might be used as weapons (e.g., sharp objects, coat hangers, metal files, or pins)
  • Physical or verbal harassment or abuse directed toward patrons or staff
  • Profane and obscene language or images directed toward patrons or staff
  • Sexual activity
  • Cell phones and audio-visual equipment used in a way that disturbs others
  • Bathing, shaving, and washing clothes in restrooms
  • Prolonged sleeping (in excess of 30 minutes) or loud snoring
  • Theft, damage, misuse, or defacement of library materials, equipment, or facilities is not permitted.

The library is not responsible for lost or stolen articles. Please do not leave valuable or personal belongings unattended.

Food and drink are not permitted in public areas of the library unless otherwise designated. The use of tobacco, alcohol, and illegal substances is prohibited inside all library buildings.

Shoes and shirts are required.

Soliciting, panhandling, and political campaigning are not permitted on library property. All materials are to be posted or distributed must be approved by the library.

Service animals for people with disabilities are welcome. No other animals are permitted inside the library building. Pets left unattended outside the library building are the responsibility of the owner.

Bicycles must be left outside the library building. Skateboards, roller skates, scooters and in-line skates must not be worn or used inside the library building.

No illegal activity or behavior is permitted.

FAILURE TO ADHERE TO THIS POLICY COULD RESULT IN ONE OR MORE OF THE FOLLOWING ACTIONS:

  • REQUEST TO LEAVE THE LIBRARY
  • LOSS OF LIBRARY PRIVILEGES
  • ARREST

Power Outages

Power failures often occur during periods of severe weather and heat waves. Each location has emergency lighting and/or exit signs that will normally illuminate rooms and designated exits for approximately 90 minutes.

In the event of a power failure, the following basic precautions may prove useful:

  • Each department has been issued at least one flashlight that may be used as appropriate during the outage. Safety is of the utmost importance during an outage and movement throughout the building should be kept to a minimum.
  • Telephone systems may not operate. However, pay telephones may work, and cell phones may also be used to contact the appropriate utility company to report the outage.
  • Power surges often occur when power is restored. To prevent these surges from damaging the building's electrical systems, unnecessary appliances and equipment should be unplugged (TVs, microwaves, copiers, self-checkouts, etc.). The HVAC systems may remain in the "on" position.
  • Supervisors or designated personnel should be posted at the entrances to inform patrons of the situation and assist them as appropriate.
  • In the event that it is anticipated the power outage will be of a prolonged nature, a determination may be made by the person in charge to contact the Library Director for further instructions as to building closing.
  • When power is restored, ensure appropriate timed controls for lighting and HVAC systems are reset.

Robbery/Break-in

If a robbery occurs:

  • Do not resist. Remain calm.
  • Give the robber what he asks for.
  • Observe the robber carefully. Try and note the following: - Height - Weight - Skin Tone - Speech - Other identifying features: tattoos, facial hairs, scars, etc. - Direction of travel when fleeing the building.

After a robbery:

  • Call 911 & notify supervisor of incident
  • Protect the crime scene. Don't touch anything the robber may have touched. Point those items out to the police when they arrive.
  • Cooperate fully with the police
  • Write observations
  • Approach patrons who may have witnessed the incident. Ask permission to give their names and phone numbers to police as witnesses to the crime.

 

If a break-in occurs:

  • Call 911
  • Wait outside the building for local law enforcement to arrive.

Severe Weather

Weather Emergency Closings

  • Weather radios that activate automatically during a weather event have been provided for each location, as well as each of the 2 bookmobiles.
  • In the event that the weather alert radio activates, and/or the local municipality activates the severe weather sirens, the Branch Head or person in charge will monitor the situation. Authority to close the library facilities due to weather conditions is vested with the Library Director, or the head of the Main library. If, due to deteriorating conditions, it is deemed necessary to close the building, the Branch Head or person in charge will initiate closing of their respective locations by:
  • Making an announcement approximately every 15 (fifteen) minutes via public address and/or in person to everyone patronizing the facility. These announcements should continue up to and until closing.

    Weather Early Closing Announcement: "Attention, please.
    Due to severe weather conditions and the local forecast, the library will close at (insert time) today. Before that time, please select your materials and take them to the Circulation desk for checkout. Thank you."

  • Locking exterior doors and posting "Closed for Emergency" signs at all entrance doors

Tornado Procedures

Tornado watch:

  • Means conditions are favorable for tornados to develop. Remain alert.

Tornado warning:

  • Means that a tornado has been sighted. Seek shelter immediately.

Tornado Warning Announcement: "Attention, please.
Due to a local tornado warning, the library is closing for business.
At this time, staff will direct you to designated safe areas. Anyone not wishing to seek shelter in the designated areas must leave the building at their own risk."

  • Staff should strongly encourage patrons to seek shelter within the designated area(s) of the library, but may not force them to do so. In the event patrons elect to leave the facility, the should be informed that they are doing so at their own risk.

After a tornado:

  • In event of injury or dangerous conditions, call 911
  • Treat all electrical equipment and devices as if energized, especially around wet areas
  • Notify police in the event the building can not be properly secured

If you are involved in a minor vehicle accident:

  • Call police and your supervisor.
  • Do not discuss the cause of the accident.
  • Exchange the following information: - Name of drivers - Insurance information
  • Fill out an 'Incident/Accident Report Form'

Serious Vehicle Accident(injuries involved)

If you are involved in a serious vehicle accident:

  • If possible call 911
  • DO NOT move an injured person. Try to comfort and keep the victim calm until help arrives.
  • After emergency personnel respond, obtain the following information: - Victim's name/address/telephone number - Hospital to which victim is being taken - Name of head responder
  • Call your supervisor.
